Jacqueline Hankle story just keeps getting weirder and weirder.

Well I’m still working out of my Albany Bureau. I have been rehashing the strange story of Jacqueline Hankle. Seems this mysterious women was researching Louise Neathway, 36 on government computers. Seems Louise was married to Hankle’s nephew.

Now it gets really out in left field here. Neathway herself has been in the news lately. She is currently jailed on stalking and extortion charges filed by Yankees GM Brian Cashman. Now Neathway has some accusations of her own. According to the New York Daily News HERE Neathway, claims she was pregnant with Cashman’s baby. She goes on to claim Cashman was so unnerved by the pregnancy he acquired a phony ID for her identification to use so she could abort his child. Wild shit.

What the Daily news isn’t reporting and what is a Saratoga in Decline exclusive there is a steroid connection in all this. Seems there is always a steroid connection with David Soares stories.

Some people believe that Neathway was targeted because they are trying to protect the Yankees. Some people believe Cashman knew that the Yankee players were using steroids and that he, basically, lied to the Feds during the investigation of Roger Clemens. One source has told me Neathway had first hand knowledge of his perjured testimony and that is the reason Neathway's bail was set at $300,000 to keep her in Rikers island to keep her quiet. During the most recent Clemens trial Cashman has been under oath again saying that he did not know the players were using steroids.

What is known is Cashman, did have an affair with Neathway. That also explains how she afforded her $5,000 a month rent in Tribeca. Cashman’s wife also filed for divorce after her husband’s affair became public. And Neathway is still rotting in a Rikers Island jail held on a ridiculously high bond of $300,000.
So now I want to know why Albany County DA David Soares let Jacqueline Hankle seemingly off the hook after she was charged with computer trespass, a felony, and official misconduct for researching Neathway in the state fingerprint system. Like I said folks you just can’t make the shit up.

Jacqueline Hankle; David Soares saved my ass

Dateline June 28,2012; Saratoga in Decline Albany Bureau

Let me take you back to June 2010. Jacqueline Hankle, a 57-year-old from Averill Park was charged with computer trespass, a felony, and official misconduct. She was a longtime Division of Criminal Justice employee. State Police arrested Hankle. She is accused of using the state fingerprint system, which includes criminal history and other confidential information, to gain information for her nephew in his custody battle. Hankle’s nephew won a custody battle in 2004 with the aid of information about her history obtained illegally by Hankles

According to the AG’s office, Hankle looked up her nephew’s ex-wife more than 90 times during the couple’s custody battle. Hankle was arrested and released pending a Guilderland Town Court appearance.

She told the Inspector General that she accessed DCJS databases “for the safety of her niece” and looked up co-workers “only to learn their birthdays” so she could arrange office parties.

Inspector General Fisch forwarded his report to the Albany County District Attorney’s office and also recommended that DCJS take disciplinary action against Hankle for violating the agency’s Security of Information Policy. Hankle was suspended from DCJS without pay in May.

In their final report the Division of Criminal Justice Services wrote

"On June 2, 2010, Hankle was arrested by the Inspector General’s Office and State Police on charges of Computer Trespass and Official Misconduct. The Albany County District Attorney’s Office is prosecuting the case. DCJS suspended Hankle without pay on May 7, 2010, upon being advised of the Inspector General’s findings.

DCJS advised the Inspector General that it is “fully committed to ensuring the integrity of the criminal history files under its stewardship and has repeatedly made clear to staff that improper use of those materials will result in disciplinary and possible criminal action.” DCJS noted that its employees must sign a form acknowledging they have been provided with a copy of the agency’s confidentiality policy, and understand that policy. Additionally, DCJS stated it provides training initiatives for staff on the proper access and use of confidential data, and has restricted access to the data to employees with a legitimate and law enforcement/criminal justice need. According to DCJS, employees’ ability to access data is often reviewed.

DCJS further stated that it “seeks to prevent any and all security breaches involving the criminal history data repository. In those unfortunate instances where, despite the agency’s best efforts, a breach does occur, DCJS has, and will continue to, immediately take action, including notifying the Inspector General, and/or other appropriate authorities – as it did in this matter.”"

So what did Albany County District Attorney’s office do? Nothing that I can find. To the best of my knowledge she was never prosecuted and the case seemed to slip through the cracks Of David Soares office.

Saratoga Springs Housing Authority board just doesn’t get it.

I want to highlight a TU editorial today on Edward Spychalski’s salary HERE.
I also want to highlight a great blog entry by Saratogian reporter Lucian McCarty HERE
It would seem that every local news organization along with HUD in Washington are appalled by the salary of Edward Spychalsk.

Now we have Eric Weller Chairman of the Board putting extra money into the Housing Authority legal fund. I can only imagine the money will be used to sue anyone who tries to reign in the salary of old friend ED.
This board was doomed the minute they made Mr. Arrogance Eric Weller Chairman of the Board. He just wants to go back to business as usual so he can retire back to Florida and Skype in from his sunroom.

The fact is Eric Weller is a tired old liberal from the world of academia waiting to see if god exists. Not so with Ken Ivins and Al Callucci. Ken might want to throw his hat into the political ring and he was widely known as the taxpayers voice on the City Council. Al has always been a respected voice of moderation and sound fiscal practices.
Time for both to show some independence in the upcoming shitstorm. I can only hope they will do the right thing and tell Weller to go back to the everglades for not only their own sakes but the cities.

In other news. Moles inside NXIVM continue to tell me Keith Raniere {VANGUARD} continues to be a dog in heat.

Seems Raniere didn’t like playing daddy after the poor child couldn’t live up to his expectations. Just for the record I have never met or seen Keeffe or Gailen. I have no interest too. She just happens to live across the street from “Vanguard.” I worry about the health and safety of her child after hearing from past and present cultist that Keeffe was unstable and dangerous. I was also contacted out of the blue by her “redacted” that her “redacted” was "unfit to raise a cat much less a child." I will be happy to testify under oath to that effect.

And finally Lauren Salzman daughter of Nancy Salzman has just purchased 3 Hale Drive in Knox Woods for $195,000. Just around the block from her “mentor” and alleged pedophile Keith Raniere.

Note to her father Dr Salzman if you have loved anything in your life; get your daughter away from this maniac. You for one know exactly what he’s capable of.

Saratoga while I'm gone;Truth takes a Holiday

Well now that I have access to a real computer and not just my phone I can write a post. Much bullshit has been thrown around by the cities new nonsexual power couple the Bride of Kenya and Citizen Kane {trust me the Riggi’s have nothing to worry about} in their efforts to stop construction of the new parking deck. Make no mistake about what is going on here. The Bride of Kenya and Citizen Kane hate Mayor Johnson. They hate the Rec center and they hate the parking deck.

Johnson has had to fight three bitter contests for mayor and despite throwing every dirty trick in the book at him he beat them all. Johnson barely campaigned against Brent Wilkes who outspend him three to one and although the race was close Johnson pulled it off.

Wilkes was the face of Charter change along with co-founder Citizen Kane of Saratoga citizen. There has been much speculation that the Mayor will now appoint his own Charter commission. Citizen Kane wants to stop him by any means possible.

The Bride of Kenya is simply his patsy. A disposable and gullible means to an end. Desperate for attention and literally broke she craves acceptance by anyone, but she is but a minor sideshow in this circus.

Everyone especially downtown business owners are counting on this parking deck being open on time. Johnson does it and it just might be the capstone of his administrations legacy if it’s delayed through summer and not open, Citizen Kane will be pounding his chest for his two minutes of fame at the public comment period for every council meeting for the next two years. So Kane and his sidekick will kick and scream to delay this project even if the cities whole economy suffers.The height of politics folks. We must destroy downtown so we can then save it.

And as for the innocent injured worker. I do hope he gets well but the guy suffered a fucking back spasm.HERE Painful yes but it’s a construction site folks. Real people work real jobs and it’s real dangerous.

Spa City Council meeting 06/19/02 and Feds bitch slap SSHA director Ed Spychalski

I have a busy week.

I will not be at the Council meeting tonight or the SSHA board meeting Thursday. I’m sure many people will be pleased to hear that. Bronx last night and I’m headed to chase Moby Dick.

The Council meeting looks long {again} HERE but in other news the Feds have stepped in to cut bid Ed’s salary at the Saratoga Springs Housing Authority. According to a story in the TU today by Dennis Yusko HERE. The Feds are cracking some heads over outrageous Hud public housing directors salaries. Needless to say big Ed was on the top of the list.

First let me applaud Public Safety Commissioner “toothy” Christian Mathiesen for engaging me and this blog directly. With that said it’s about the only good thing I can say about Chris and his administration. I will publish each comment than address it.

You have no insurance contracts in place do you? The truth is if I need an ambulance on Broadway and the SSFD show up, I’m on the hook for hundreds of dollars. Last year that wasn’t the case. My insurance had a contract with Empire and SEMS. You show uncollected revenue. You can bill all you want, you’ll never see it. Paper revenue Chris it’s not real. Victoria Pool opens: All's Right With the World

Well today was a picture perfect day as once again I was the first person in Victoria Pool for what has become the ceremonially Pool opening of the season.

Soon the Opera with begin, though its season is destroyed by schedule conflicts with Phish . Thank you President & Executive Director of SPAC, Marcia White for your brilliant leadership.

And then the famous New York City Ballet will kick off its shortened two week run, perhaps for the last time.

Then the great Saratoga Race Course will kick off its 40 day long run from Friday, July 20 to Labor Day. Perhaps for the last time under the NYRA that we know.

Next the Philadelphia Orchestra launches its three week run. Hopefully they will continue to grace SPAC’s stage in future years as they recover from Bankruptcy.

Who knows by next summer we might have Bent Wilkes as our unelected City Manager and Pat Kane as his assistant.

The future is full of uncertainty. But one thing I do know. Saratoga is in Decline.

Big changes for Saratoga Springs Democratic Committee.

A Saratoga in Decline exclusive. Inside sources tell me that the aging Thilo Ullmann the chairman of the Saratoga Democratic Committee is stepping down and will be relocating to Berkley California {where all good leftist go to die}.

Theo or Fidel to his friends was a former member of the outlawed Spanish communist party under Franco’s Spain. Members of his family were imprisoned by Franco so he has some real bona fide communist creds. I’m sure that will move him very high up in the pecking order with his new Berkley comrades. Saratoga in Decline wishes nothing but the best for Theo or Fidel and know he will sleep better away from Saratoga’s toxic and dangerous Downtown.

Taking Theo’s place is Charlie Brown {no I’m not making that name up} Charlie a pony tailed liberal has been appearing at City Council meetings speaking out in favor of Public Safety Commissioner “toothy” Christian Mathiesen's proposal to close cities bars at 3am. We also wish Charlie luck.
Make no mistake about it. the real power on the Democratic Committee belongs to Eileen Finneran Deputy Commissioner of Public Safety and her henchwomen the racist Nancy Goldberg, HERE who brings discredit to any committee she sits on. But I guess Charlie will like his new name tag.

In other news I spoke to John Franck today who is adamant Brent Wilkes never grieved his assessment. He explained to me that nongrieved reductions in assessments are caused by complicated State regulations

Brent Wilkes lives in an exclusive semi gated subdivision in a cul-de-sac called Thames Way. Brent has a McMansion with direct Saratoga lake access and stunning water views. There are 3 other properties in the cul-de-sac
Brent’s 5 THAMES WAY a 1998 3 bedroom 3 and a half bath home 3,063 square feet assessed at $392,700 at 82% OFMARKET VALUE. He purchased it in 06 for $729,900.

Brent’s 3 neighbors are 3 THAMES WAY a smaller 4 bedroom 2 and a half bath 2,580 square feet assessed at $368,900 at 82% OF MARKET VALUE purchased in 5/4/2000 for $250,010. So he has seen his taxes double or triple

4 THAMES WAY a 4 bedroom 2 and a half bath of 3,364 square feet and no fireplace Brent has one is assessed at a whopping $559,400 at 82% OF MARKET VALUE. He purchased his home in 6/16/2000 for $430,000. I’m sure he has seen his taxes double.

6 THAMES WAY really gets screwed. Their 3 bedroom 3 bath home 3,532 square feet is assessed at a whopping $557,300 at 82% OF MARKET VALUE. No purchase price available.
Those are the facts folks you decide whats fair.

In other news I asked John about the enigmatic Diane C Young. He told me she was an attorney. She is not. He said she helps people lower condo assessments and once sued the city. I told him if that’s true and she was not representing herself “Pro Se” she committed a felony {Practicing law without a license.}
He said you don’t have to be a lawyer to seek property tax reductions. I said you do to argue the case in court and you just told me she was an Attorney. Which is it?

Anyway Diane C Young has no professional license for anything in the State of New York. No law license, no appraisal license, not even a real estate license. She owns a one women office called Dcy Consultants LLC out of Ballston Spa, NY, And she has an almost 100% record of having property assessments reduced outside of the normal grievance proceeding. I understand she is a weekly fixture in the accounts office and was in it today.

Well in another blow to Public Safety Commissioner “toothy” Christian Mathiesen's empire, Saratoga Fire Department revenue for their much vaunted Ambulance service has been virtually nonexistent. With no insurance contracts in place with private companies and with no Medicare and Medicaid agreements in place the ambulance has been running for free.
No word how long the Council will continue to keep up the charade but don't expect “toothy", Anthony “Skip” Scirocco, “Mad” Madigan or John Franck to admit they made a giant mistake anytime soon. Why is it that every time the Democrats gain control of the city they immediately start acting like peyote eating lunatics?In other news the non-profit PERMA a New York’s provider of Municipal Workers Compensation founded by failed Mayoral candidate and Saratoga Citizen founder Brent Wilkes continues to hemorrhage money.
Their Annual report shows a net loss of $6.2 million for 2011.Report HERE. This after suffering a devastating operating loss of $28.5 million in FY10 that required PERMA to develop a emergency surplus recovery plan in October 2010.

At the same time the for-profit Northeast Association Management or NEAMI a company created and owned by Brent Wilkes to piggyback the non-profit PERMA raised their management fees that go to Wilkes from 6,287,641 in 2010 to 6,397,613 in 2011. That’s an extra $110,000 profit in Wilkes pocket.

Now watch him call up his good friend John Franck for another property assessment reduction. I hear a lot of that has been going around.

Wilkes lives at 5 Thames Way which he purchased for $729,900 on 9/8/2006 has had his assessment lowered by Franck to $392,700 (82% of Market Value). Not too shabby. Why is it the great liberals who want more and more government never want to pay taxes?

Thanks to a generous friend I and my wife had second row tickets to Yanni at SPAC last night. The tickets where paid in full no comp here and cost well over a c-note each. I like Yanni, I like a lot of diverse music from Little Wayne to Phish. Yanni gave a good show for well over two hours to a very respectable crowd on a rainy June weeknight. The following is not to be taken as a negative shot at Yanni or his band.As my friends know do to the largess of another friend I have a fully funded patrons card to SPAC, that cost a sizeable donation. The pass allows me access to rub elbows in the patron’s tent with all its free food and open bar, with the likes of failed candidate for Finance Commissioner Peter Martin and the great exploiter of injured workers Brent Wilkes. Needless to say just the presence of this philistine in the mist of these ass kissing peasants annoys them to no end.
But at Yanni there is no patron’s tent. Live Nation runs the show with their own reward program, LIVE NATION VIP. They give Live Nation VIP members a lavish buffet and open bar that puts SPAC’s measly patron’s tent to shame. In fact Marcia White, the $300,000.00+ President & Executive Director of SPAC has turned everything over to LIVE NATION.

The concessions are run by Aramark. So you can thank them for the $8 dollar 8OZ warm draft beer or the $11 can of Bud light. No coolers or outside beverages allowed, and all the profits from this go to LIVE NATION and Aramark. So you give SPAC $2,700 a year for a Patron’s cards that is as worthless as condom in Marcia White’s $2,000 Prada purse.

Then after being fucked by Aramark you wander down to your $100+ seats. Who do I find? The above mentioned Marcia White, the $300,000.00+ President & Executive Director of SPAC. I soon realize that I am sitting in enemy territory. White is there dressed in of all things a riding suit. Yes a full costumed riding suit right down to the knee high riding boots. She tries to convince the gullible public to donate real money to SPAC so she can enrich herself and buy herself a loyal fan base by giving away SPAC tickets to her chosen friends. That means politicians, the press and many people of power and influence in the community that can be bought off by a pat on the head and a front seat to Yanni. Shame on you all.

She gave away the store to LIVE NATION. If “Toothy” Chris Mathiesen, “MAD” Madigan and John Franck would pull their heads out off their ass’s for some air they might see what a scam this is. Oh silly me I forgot Marcia White gave you free tickets too.

At the DMB show 200 arrests were made. This will stress and cost the city court and this was only one concert. The police budget was stressed also. EMS and the fire department were stressed. The Hospital Emergency Room was a war zone. Eight SSPD officers worked overtime for the DMB. Who will pay for this? Hey.... are we sure that this concert wasn't actually on Caroline St.? 200 people getting in trouble and not one evil bar or restaurant to be seen ...surely that can't be.
And note to you John Franck. Don’t you think it’s time that you start spending some time managing your own dept. instead of telling all the small business owners in the city how to run theirs.

Chesbrough's annual salary and benefits valued at $315,000 was found excessive and 45 percent higher than pay for the heads of similar venues; The pay packaged approved by the SPAC board may violate state law for not-for-profit organizations;
Chesbrough's pay was not reduced when a major function of booking entertainment acts was shifted in 2000 to Clear Channel Entertainment;

Got that Sherlock? Everything that audit of Chesbrough found goes double for White.

A new Committee to save the Ballet has been formed. Anyone who donates any money to SPAC while Marcia White is in charge is a fool. A well meaning fool but still a fool.

“Toothy” Chris Mathiesen turns petty and vindictive and Michele Madigan proves she can’t be trusted.UPDATED

Well the dust still hasn’t settled from last Tuesday’s Saratoga Springs City Council meeting. “Toothy” Chris Mathiesen unable to force the bars of Saratoga Springs to close at 3am has now simply turned petty, vindictive, caustic, and calculating by proposing a new “tax” on bars that choose to serve alcohol till 4am. Now I will give “Toothy” some credit. You know where the man stands. He said during his campaign that he would make the cites bars kowtow to his will and he is doing just that to the point of demagoguery.

But the Commissioner of Finance Michele Madigan,is a different fish. As late as Monday she was assuring local business leaders that she would vote no on Commissioner lunacies bar closing proposal but she lied. Yes Michele I just called you a liar because
1. You are a Liar
2. You’re not a very good one.

Since Madigan is continuing to proclaim "I didn't vote to change last call" to anyone who will listen as a public service I will put up what she voted for and you my readers can decide

WHEREAS, the Saratoga Springs City Council has great appreciation for the historic and contemporary resort nature of Saratoga Springs as a destination for rest, relaxation,nightlife, and entertainment, and

WHEREAS, this City Council has a responsibility to protect the public health, safety and welfare from adverse effects associated with the on-premises sale of alcoholic beverages at establishments licensed to sell such beverages within the City of Saratoga Springs, and

WHEREAS, this City Council has taken numerous measures to constrain the adverse effects on the public and City employees tasked with protecting the public associated with the on-premises sale of alcoholic beverages at establishments licensed to sell such beverages within the City of Saratoga Springs, and

WHEREAS, this City Council will continue to work with local proprietors to constrain the adverse effects on the public and City employees tasked with protecting the public associated with the on-premises sale of alcoholic beverages at establishments licensed to sell such beverages within the City of Saratoga Springs, and;

If anyone wants more proof that Madigan is a snake in the grass? All one needs to examine is her other great deceit of the evening,the very controversial reappointment to the City Service commission of one Rob Mains.Not since 1962 has any Council member appointed anyone to the City Service commission except the Mayor. Everyone knew the Mayor had no intention of reappointing the husband of Amy Durland of the Saratoga Springs Planning Board. Durland a trust fund baby and her husband are both rabid Keehnaces appointed by Val Keehn to their respected positions of power. Both of them like to pass themselves off as attorneys but neither has ever passed the bar or really had any job. Durland has been called shrill and intolerant to anyone who disagrees with her.

When the Mayor questioned Madigan about her motivations or if she “had been put up to it” Madigan put on her best I didn’t know he was married with three kids expression and feigned innocence.Michele I will say it again so there is no confusion.
I have known you were a liar for quite some time

Now the business leaders of Saratoga know you are a liar
By next election the city will know you’re a liar.

BlogWorld & New Media Expo NYC 2012

Thanks to generous readers of this blog I was able to attend this important event at the Jacob Javits Convention Center in Manhattan the last two days. I would also like to thank my friends in Brighton Beach, Brooklyn.

City Council 6/05/2012: Lunacy reigns supreme

Well the City Council passed the resolution asking the county to change the closing time of bars countywide to 3am.
So who voted for it and who against?
The Commissioner of Finance Michele Madigan, voted yes. Commissioner blue bunny was doing an imitation of a younger Marylou Whitney tonight as she sported a very large ruby necklace. Michele has come a long way since she told me she was a libertarian who was against wearing seat belts in a Democratic club meeting {I have since been kicked out of that club and was one of the founders}


John P. Franck, Commissioner of Accounts voted yes. John said on the record five weeks ago that “I don't feel comfortable telling the Town of Day what time their bars should close". Not only is John very comfortable telling the Town of Day but he now comfortable telling the Town of Clifton Park what time the largest night club in the area Northern lights should close. Perhaps he would like to tell Waterford what time their Tugboat roundup should end?


Anthony “Skip” Scirocco, Commissioner of Public Works. voted no. A little common sense from the man who can’t seem to plant a flower on Broadway. I find it hard to believe that Skippy was the only voice of reason.

And of course Captain Lunacy himself Public Safety Commissioner “toothy” Christian Mathiesen was giddy with excitement on the passage of his little manifesto.


Next up Public Safety Commissioner “toothy” Christian Mathiesen proposes banning the sale of sugary drinks in the city. And in another shocking move Commissioner of Finance Michele Madigan set aside a hundred years of precedent by usurping the Mayors department by calling for a vote for a very controversial reappointment to the City Service commission of one Rob Mains. Mains who was appointed by Val Keehn is the husband of planning board member Amy Durland. Amy is the planning boards communist in residence whom was also appointed by Val Keehn. No word if Madigan will also try to reappoint her to the planning board when her term expires at the end of the year? Yes Michele thinks she is wearing the cities crown jewels but in the end its Deputy Commissioner of Public Safety Eileen Finneran who wears the pants on the council.
